cisco prime cli user disabled

I logged in the admin user to create another cli network admin user through this command:

(username Test password hash Testing role network-admin)

then I tired to login with that account and it says access denied.

I went back to the admin cli and type (show running-config) and it shows the command I typed but at the end of it is says (DISABLED).

is there a way to enable the user?

I tried searching forums and through cisco website but i found no answer for this.

May be user is disabled or locked: follow the below guide and check :

the cli accounts are not the same as web GUI accounts. I followed the instruction as given and the account does not appear there. not even the admin account I am using.
