Frame-relay latency

What are excessive frames on a frame-relay cloud? What does this mean..is it frames that are over the cir? We are experiencing latency over our frame-relay network which the carrier is seeing as 'excessive frames'? Is this a congestion issue on the carriers side?

Assume tht excessive frames imply frames above the guaranteed rate on the PVC...

it could be edge devices on the FR cloud are sending at a rate higher than the guaranteed rate thus leading to congestion in the FR cloud. You could use frame relay traffic shaping to help alleviate this is need be:
