High CPU uses showing after IOS update from XE-03.08.00 s to 03.16.05.s
During boot up process it shows a error log

Rommon version running is Version XNC
Any idea about the problem ?

Rommon version running is Version 15.5(3)S5
No it's not. It's the default 12.2(33r)XNC and according to the ROMmon Release Requirements (Table 6), the minimum ROMmon version for IOS XE 3.16.X is XND.
Post the complete output to the command "sh proc cpu sort | ex 0.00".

Don't bother with XND and go straight to the latest version supported by your appliance model, 16.3(2r).
