Link Flap on a downed port

I get the following error repeatedly

Jun 30 15:54:03: %RTD-1-LINK_FLAP: FastEthernet0/22 link down/up 11 times per min

The link is admin'd down

FastEthernet0/22 is administratively down, line protocol is down

Why am I getting the link flaps when the link is admin'd down?

There was a bug filed for similar issue on IOS 12.0(5.2)XU but was filed against a wrong platform and hence closed without resolution.

I suggest that you try with a new IOS and if you see the same issue, open a TAC case and have this bug re-opened and investigated
