What do you mean by MAC address learning time? A switch will install a MAC/CAM entry once it receives a frame from a port if it does not have an entry for the MAC address already. The default aging time is 5 minutes(300 seconds).

I am referring to the number of MACs it can learn per second. for example lets say it sees 1000 MACs every second can it learn them at wire speed or does it flood them ? This is particularly important if a someone sends a MAC flooding attack and the switch cant cope with learning these MACs and floods them instead across all ports. Effectively how many MACs can it concurrently place in its CAM.

Unless you mean the time a port stays in STP learning state when it comes on line, in which case it is 15 seconds by default. This is the same default on all switches, and is actually dictated by the root switch.
