The latest non-deferred release you can get is:

12.2.25-SEC2

Hi again,

This release has not been deferred and is still available for download. If there were any major issues with it, it would have been deferred. You might want to read the release notes for it, though, to see if any of the known bugs affect you.

As for downloading the image, you need to have a CCO login with appropriate privileges otherwise you will not be able to get it.
