Can a NM-1E2W be used interchangeably from a 3640 to a 2610?

No, they are not supported in the 2610.

The Software Advisor (http://tools.cisco.com/Support/Fusion/FusionHome.do) and the release notes for 12.2 and 12.3 only show it supported for the 3600 series platforms.
That said I have found a reference in the 12.3 release notes that states:
Additional Notes for the Cisco 2600 Series Routers
The NM-1E, NM-4E, NM-1E2W, NM-1E1R2W, and NM-2E2W do not support 802.1Q in Cisco 2600 or Cisco 3600 series routers
As this specifically mentions that the NM-1E2W does no support 802.1Q in the Cisco 2600 it would sort of imply that the module works.
I guess if this is to be used in a lab somewhere, give it a try and see what happens, but I wouldn't recommend for production use as there are likely to be issues with support from TAC.

How do i find what NMs are supported by the 2610 then? It's used in a lab.
And u mean to say that the 2610 w/ ios12.3 might be able to support the NM-1E2W as mentioned in the reference from cisco? Would u be able to provide me the link to that reference?

It's possible it may work. It's probably not really considered worthwhile supporting as the 2610 has the Ethernet built in and the two slots above for the WIC.
Anyway, the reference is in the 12.3 mainline release notes at http://www.cisco.com/univercd/cc/td/doc/product/software/ios123/123relnt/xprn123/123feat.htm#wp54895. Scroll down to the last entry for the 2600 series platforms and you'll see it there in the last paragraph before the 3600 series heading.

I have tried the nm-1e1r2w with no success on a 2621 64m ram 16m flash with this software.
ROM: System Bootstrap, Version 11.3(2)XA4, RELEASE SOFTWARE (fc1)
System image file is "flash:c2600-ik9o3s3-mz.123-6.bin"
Any chance a rom update would add support, or possibly some other ios?
