It indicates a hardware failure. An internal bug was filed for this error, but it was closed saying its a hardware failure. Open a TAC case if you have contract and get a replacement.

Check the System Bootstrap version. If you have

ROM: System Bootstrap, Version 12.0(7)W5(15) RELEASE SOFTWARE then that partigular ROM has a bug. Arrange for an Advance Replacement because this cannot be fixed without a hardware replacement
