if your tunnel shows up on both sides, then you should be able to ping both tunnel interfaces, is this true?

 

also, if you are using PBR, and traffic is not matching your ACL, you might need to check the ACL format.

 

you can also CEF to verify the forwarding is actually being used:

show ip cef [tunnel end point IP]

this output must say it's directly attached.
