A Cisco guide says: "You can specify additional servers so that should one go offline, another will be available to receive messages.". Does it mean that both receive the messages or the second will receive only when first fails?

Setting up multiple syslog servers in an IOS or CatOS configuration will cause multiple messages to be sent every time a loggable event occurs.
They are sent as UDP datagrams ("send and forget" - just like snmp), so if a given server is off line or unreachable, the device generating the messages will not kave any way of telling the message's disposition.
