What is "%IP-4-ZERO-ADDR:" message mean

I have a 1760 with an ADSL WIC that I am trying to connect to the Internet (via SBC). They provided a DSL modem but we would rather use the router, using a config I feel 99.99% is correct, every 4 minutes or so, I get the following console message:

(Date,time) : %IP-4-ZERO-ADDR: Zero MAC address for (public IP address) in ARP cache

I cannot get out to the internet with my config, although I can use the modem and move my public address to F0/0 and I can get to the internet. Any ideas?

Lee,

can you share your config minus any revelant ip's etc. I am also working on configuring the 1 port adsl wic for my 1751 to sbc (want to eliminate the cayman). I used a config that I thought would work but can not pass IP traffic. SBC confirmed that the ATM interface in up and can talk to their dslam.
