Therer are no Distribute-lists. See below 10.0.31.230. The Netowrk and areas are properly defined on the configuration.

OSPF maintains three tables,
the neighbor table, the topology database and the routing table
the neighbor table contains the immediate neighbor details
the topology table contains the routes to the network. this contains all the possible routes including the best path and the worst path
the routing table contains only the routes which are best paths in the topology table.
so routing table doesnt contain all the details which ospf database has.

You have performed a SHOW IP OSPF DATABASE ADV-ROUTER 10.0.21.230 which shows all LSA's sent from the router with the OSPF Router ID 10.0.21.230.
It is quite common not to include the Rotuer ID in OSPF itself (there is no requirement to do so), this reduces the overall size of the LSA database
As there is no route in the routing table for this address I would suspect that the Router ID has not been included, check the config on 10.0.21.230 to see if there is an OSPF network statement covering the interface associated with the OSPF Router ID.

The 10.0.31.230 is the loopback address we use for the OSPF Router ID and it has neighbours through both interfaces in FULL STATE and have OSPF networks included with correct area numbers.
There is a network 10.0.31.224 0.0.0.31 area 0 command on the OSPF configurations on the router
