It is basically just a "circuit", typically from an aggregation point back to the core.
For example, an ISP might have a DSLAM in a road side cabinet, and then buy backhaul (aka a circuit) back to their network core.

Basically it refer to the network that provide the transport from the access to the core. Nowadays this network is usually an IP/MPLS network.
In LTE, for example, is the one that communicate the eNodeB with the MME/Gateways.
