2 new users cannot access SNTC portal

2 new users as customer admin received confirmation email that they've been granted access. But they are not able to access the portal.

After logging in https://services.cisco.com, it's redirected to https://www.cisco.com/web/fw/tools/ssue/apps/ssueap2.0/stage/#/promo 
saying that "You do not currently have access to Smart Services Connection. You must be entitled to at least one Smart Services contract to request access.".
Both CCO ID have a Smartnet contract associated already.
