I want to buy 1 ISR 931 for the central office and 4 ISR 926 for remote offices.
Previously, we used RV 345 routers for which we only purchased security licenses at an acceptable price, and I verified that they worked even without these licenses. For the ISR series, I saw here https://www.cisco.com/c/en/us/products/collateral/routers/900-series-integrated-services-routers-isr/datasheet-c78-741615.html
that there is the SL-900-IPB license, which includes routing protocols, and the SL-900-SEC license for IP Base + Advanced Security: Zone-based firewall, IPsec VPN, DMVPN, FlexVPN, GET VPN, SSL VPN.
This surprises me, as I believe IP Base should have been included in the price of the router.
My questions are:

Check Table 7 , for VPN you will need the license mentioned in the last row ,

The annual license cost is higher than the price of the router. Regrettably, we will abandon this solution. It would have been acceptable to buy the router with basic services, including VPN, functioning, but paying over 5000 euros annually for 5 licenses is inhumane. Thank you very much for your response
