This is a known bug, using Chrome follow the instructions in the last post here

https://community.cisco.com/t5/small-business-routers/rv320-firmware-1-4-2-22-refuses-to-display-login-page-with/td-p/3893150

Then when you are logged into the router, goto users and click save and logout now it will let any browser in

Hello everyone, everything good? We have the same problem. We have not made any firmware updates. There have been no recent changes to the network or the router itself. It simply stopped loading the login screen. We have already rebooted the energy and left it off for about five minutes, it seems to have no effect. We are waiting for some help with this post. Thank you.
