We are looking into implementing a double sided VPC with each of the 4 devices (N9k) participating in HSRP.
DC1-A will be VPC peers with DC1-B
and
DC2-A will be VPC peers with DC2-B
There will be a double sided VPC between DC1 and DC2
All 4 will be part of the same HSRP group.
Does DC1-A need to L3 peer with DC2-A?
All gateways will sit on these 9ks as the L2/ L3 boundary. Our Firewalls are transparent and will connect to DC1-A and DC2-A. Everything should just L2 bridge to the active HSRP router, but wasnt sure if there would be a case in which we would still need to L3 peer between DCs.

Depends on use case, for HSRP that should work since all you layer 2 are extended and that is the requirement for the HSRP for active/standby/member/member.
this is suggestion based on your question.
i am sure you may have arp synchrnisation configured on the VPC.
