Hello
Don't you have access to the switch via the two alternative links that are still up?
Can the elaborate on routing you are using and how the switch is connected,(maybe a small topology diagram)?

Hi there

The other 2 link are connected two a second switch with gateway for example 14.1 the other switch is 3.1 how do i reach 3.1 from 14.1 when the 3.1 is the main link how to reach it when its disconnected.how to reach it when its physically connected with  the 14.1 switch

You have not providing the enough information for us to help here.

as per you information, you have ISP Links that connected to switch, each provider given you IP range to connect to them

if that ISP provided by you can not use other ISP since that IP routing not valid with other ISP

You need build a solution with Router and have Local LAN Address.

So Router can do the NAT for you (it does not matter what ISP Link up or down, you can use the rest of ISP which are UP and running)

in this case you do not need to change Local LAN address for each device.

So will you able to buy any Router, there is other option also you can use any Linux  router also provide this solution (if you do not have budget to invest on router)

you need to provide what switch you have what IOS code running on it, post show run and show version from that switch.

That is typically a Layer 1 issue.

Happens all the time when the handoff (from the ISP to the premise) is on a cheap copper link and the cladding around it has cracked open (letting moisture in unfettered).
