Which one keeps rebooting Active or standby?

I was looking at the logs, passive now on 9.17 and active still 9.15 

On Passive one SFR Module not showing ? on active one SFR still available.

show failover history :

Both are saying:  Other unit wants me Active

Standby unit keeps rebooting and SFR is unavaiable on secondary only . 

will non avaiablity of SFR impact secondary unit to reboot agaian and again .

what version is active now ? .17 or .15

before Upgrade is both SFR working ?

if this impacting your Live environment TAC is best option to resolve.

I detect the error here, 
the passive use the Cipher encrypt to exchange Data with active BUT
active dot use any cipher!!!
I think it bug.
