I cannot find a reference to the sequence parameter in 12.4 BGP command reference

the option is available in 12.0S (service provider)
at the end of the document is reported the command reference:
Sequence number that sets the order in which the peer policy template is evaluated. Like a route-map sequence number, the lowest sequence number is evaluated first.
about your questions:
1)
yes global first
weight should be set to 2345 for matching routes.
Route filters:
the more useful is that the output of first filter becomes the input of second filter if they are both in the same direction so I would expect so:
first filter just denies private ip addresses and other bogon networks, the second filter is more specific.
This is useful also for the router implementation output of first filter can become the input of different filters as needed.
Each direction is on its own.
The behaviour should be similar to what happens when you have multiple different router filters (ACLs, as-path ACLs, route maps) applied to the same neighbor.
2) I don't think in second example the seq. n. is necessary but it is not clear
