Hi,
I've been looking through our VPN Tunnel Interfaces and noticed all of them have the same BW of 9Kbit. Where is this figure derived from?

It's a platform/IOS default. It can be changed using the interface bandwidth statement (on the tunnel interface).

Principally, I think it's also used for calculating load averages.

The bandwidth is primarily used by routing protocols. It is also used to calculate the percentage of use of the interface so some network monitoring tools may be affected. It may also become a factor if you have configured QOS especially in the attempt to recognize congestion.
