c1250 AP loading in boot loader mode

I am trying to configure a c1250 Access Point but there is no config t command. It appears that the AP is loading in boot loader mode.  Can anybody tell me how I can get a IOS on here so that I can configure the AP?

From Sho Ver on AP:

ROM: Bootstrap program is C1250 boot loader
BOOTLDR: C1250 Boot Loader (C1250-BOOT-M) Version 12.4(18a)JA1, RELEASE SOFTWARE (fc1)

If the AP is in "rommon" then you should NOT be able to get any output to the command "sh version".  

I am suspecting the AP has booted into a controller-based IOS.  Console into the AP and post the complete output of the boot-up process.
