C9300 mgmt page coming up on random addresses

I have a c9300 in use as a router.  We have inter vlan routing and source based policy based routing.

When we try to go to addresses that do not have a route in place for, the mgmt page for the c9300 comes up.

I have not been able to find anything related to this problem and would appreciate some insights.

Is command - ip routing - present in the config?

Apply ip routing again ..

can you please post

show ip route to understand your routing table
