does a 2961 series router have the cpu power to handle a DS3/45Mbps connection ?

A Cisco 2691 does handle DS3 connection quite well, however you shouldn't count on full speed at 64 bytes packages. The router is capable of routing 70 Kpps.

You can use sub rate DS3s on a 2691

According to the network module documentation, cisco recommands a sub DS3 on 2691 and a sub or full on series routers higher than 3660.I think i am going to get a 3725 series router.
