You do not tell us anything useful about your environment or the specifics of your problem.
If you can ping the address then it demonstrates that there is some level of IP connectivity. I can think of several things that might impact the ability to telnet while having the ability to ping.
1) It may be that the destination is configured with an access-class on the vty ports or with an access list on the interface that will allow ping but will not allow telnet from your address.
2) It may be that somewhere along the data path there is an access list that permits ping to go through but denies telnet.
3) Depending on what you are ping from it is possible that the source address for telnet is different than the source address for ping and that the ping source address works but that the telnet source address does not work (does not have correct entries in the routing table in the network).
Perhaps you can clarify a bit about what is happening.
