I can telnet to this switch from any device in the same subnet but not from outside of its subnet.

set ip route default 172.16.80.1
The address will be the router on the subnet.

After checking the routing as mentioned by David. Also, check to make sure if there is any permit list configured on the switch and if so, make sure that the subnet that you are sourcing the telnet traffic from is allowed in the permit list.
For example:
Cat6509> (enable) set ip permit 10.1.1.0 255.255.255.0 telnet
10.1.1.0 with mask 255.255.255.0 added to Telnet permit list.
Cat6509> (enable) sh ip permit
Http permit list disabled.
Snmp permit list disabled.
Ssh permit list disabled.
Telnet permit list enabled.
Permit List Mask Access-Type
---------------- ---------------- -------------
10.1.1.0 255.255.255.0 telnet
Denied IP Address Last Accessed Time Type
----------------- ------------------ ------
Cat6509> (enable)
