I would have so no, but recently I discovered CDP will work across GRE tunnels if you explicitly enable it on the tunnel interface (even though it works by default on other interfaces). Possibly similar for FR interfaces.(?)

I would say yes - as On Demand Routing (ODR) can be ran on FR sub P2P interfaces and that requires CDP
