Cellular interface issue

I have an odd issue where my cellular interface seems to have lost its connection.
Background here is the site was originally working over 4G, but we have now connected a new wired WAN to the router (ISR1111).
I notice now that the cellular interface has lost its layer 3 address despite showing as up/up:

Cellular0/2/0 unassigned YES IPCP up up
Prior to connecting the new primary WAN connection, this had an IP Address.
Looking at the details of the cell, I can see that it looks like the 4G has dropped its details:

I have configured a number of these across a few sites, but I have not seen a similar issue to this.
I presume a sort of SLA might help me out, nut I'm not how that might look.
Any tips would be appreciated

Its inactive, how is your configuration, are you using WAN Wired as the default route? what happens when you remove the Link WAN Wired network?

I have configured a number of these across a few sites, but I have not seen a similar issue to this.

Same setup ? with Wired WAN, what is the difference between working vs not working? what Model Router and IOS Code running here ?

Every other site is the same yes. The devices are all ISR 1111 also and the difference between software revisions is 16.12.4, 16.12.5 and 16.12.6, so there doesnet seem to be much to go on regarding those verions .

Strangely, when i shut down the primary WAN port in order to fail back to the Cell, it now loses connectivity. This was despite the cell originally working as the sole connection prior to the wired WAN being made available.

Can you post the show run config for us to understand?

if you use ip address DHCP or nego.
then check with ISP this issue that ISP not provide IP to you Cellular interface. 
this not your issue I think it ISP issue.

Hello,

looking at your config, I don't really see how this is working at all, since you have no NAT configured. Either way, can you enable debugging:

debug dialer

then shut/no shut the cellular interface, and post the output ?

thank you for the config, i take this as not working config? where is your other router working config ?
