Cisco 3650 stuck in install mode with ^> prompt

Hello All

We have a switch stack that we connected too for the first time via console connection and they are stuck with justa ^> prompt

Tried to get into enable mode but normal cisco cisco123 passwords do not work.

Any suggestions?

As we are not in enable mode we can't run the boot flash:packages.conf command
