cisco 4461 16.12 license installation

How we can install Appx lic on cisco4461.

I tried normal license command but i got below:

Router#license smart ?
clear Clear
conversion Start or stop a license conversion
deregister deregister this device
export Get or return an export authorization key
factory Execute Smart Licensing Factory commands
register register token id
renew Smart License renew
send license smart send

Router#license ?
smart Smart licensing

The router is running on 16.12.X firmware so this means Cisco Smart Licensing.

If you do not want to run Cisco Smart Licensing, either load the router with 16.6.X or 17.3.2.

anything after 16.12 is smart License.

yes anything above 16.12.X >> is smart License.

we also have the same issue, we didn't find 16.6.X image in ISR 4461, So did 16.9.6 don't have smart license?

You need to convert exisitng License to Smart License.
