If I plug or unplug my laptop from the Fastethernet I will get the message showing it going up and down but it will not go to the config prompt.

Try break at boot, set ignore configuration bit, what happens.

I am unable to initiate the break sequence at all. No reponse to the key sequence that I am using. I'm on a Windows 7 Laptop (Dell 14R) using Tera Term Pro. The laptop does not have a Break key but according to the Cisco site I should be able to use ALT+B. But still no luck. Ive tried to Reset also and this is the output that I am receiving below.

From your description it doesn't sound like the router is frozen. If the router was frozen then you should not see messages displayed when you unplug the ethernet connection.

If you cannot break into rommon either, I would suspect the communication to the console port. Can you console into a different router with this laptop, cable, and client successfully?
