As far as I know, only the new 20x20 and 8x8 cards need a specific license, you are using a 28.
A bundle interface can be used even for a single cable interface. You should use the bundle for any L3 features, and configure L2 features under the cable interface.

Hi Kumaran,
Did you try to associate the cable interface to a bundle, and configure the IP in the bundle?
For example:
int cable1/0
cable bundle 1
int bundle 1
ip address x.x.x.x
To verify your license details, you may use the command "show license detail"

When we do two or more physical interface configration ,bundle is required.
But i am using single cable inteface ,Still i have to use bundle concept.
Pl confirm,if yes,
I can able to configure ip addres in bundle interfce

cable arp filter request-send 3 2
cable arp filter reply-accept 3 2
cable helper-address x.x.x.x
