Hi

1) if I want  routing between block1 and block2  and full resilience network , how the physical connectivity should be 

2)  if I want  l2 connectivity  between block1 and block2  and full resilience network , how the physical connectivity should be

it would  be great if you have sample diagram

Is this stack or each one individual switch ?

 You can do mesh network, and play with STP prioty not to block
