We have 1500 students, and our dedicated link is 400 Mbps. We want to distribute bandwidth per IP. How much bandwidth should we allocate per student?

Depends on what bandwidth your students need.

At the moment, you have about 267 Kbps per student, which is light, but, again, much depends on student bandwidth usage, especially concurrent usage.  If, for example, only 40 students were using bandwidth at any moment, each could have 10 Mbps, which might be just fine.
