We have 2 MB line terminated in 1921 Router.
Two customers are connected to Gigabit ethernet 0 and Gigabit ethernet 1. 2MB has to be devided among these customers, 1M etch.
Also need to give whole 2 M to one customer if other is not using their bandwidth.
Is this possible?
Thanks..

Routers do that automatically, so you don't need to do anything.
Moreover, download bandwidth is controller by ISP router, not your, so you cannot do much about it.

I need to divide 2 M serial in to 2 ethernet links.
Outward shaping done but how about inbound? Policy map can not be applied to serial interface inward, complain about bandwidth statement.

As mentioned already: you should not, and can not do anything about, for the reasons explained.

Outbound is easy, but you cannot effectively do it for inbound.
