Do we need to purchase license for upgrading ISR 4331 throughput ?

Hi, good day, can anyone please advise whether need to purchase performance license to upgrade ISR 4331 throughput from

default 100M to 300M

And do we need a HSEC license also for the throughput upgrade? What happens if I only buy FL-4330-PERF-K9? Throughput will be limited at 250Mbps?
