The classes I am creating have to be in a specific order within the policy. Is there anyway to re-order the classes within a policy map without delete the entire policy and re-applying?

Depends. If you simply wanted to move one to the end for example then you can just delete the class and enter it again and it will be at the end.
But if you want to completely reorder them then yes you need to recreate it.

Not that i know of. Once you input the class-maps, no way to change the order.
Just use the notepad + copy/paste and should be quite fast.
