I install one 16mb flash into the 2610xm, which come with 16mb flash onboard. but the add-on 16mb flash cannot be erased. it shows system flash write protected.
Router#erase flash:
Erasing the flash filesystem will remove all files! Continue? [confirm]
Erasing device... eeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeee

If I make two partition for the flash, one for add-on, one for onboard, the partition of onboard flash can be erased, but add-on one cannot.
I did show flash:
It shows both of them are read/write.
anybody has this problem before?

does this flash happen to have a small "slider" mechanism on the edge of it to set writeProtect?
if so, move it to its other position and try again.

You can hope all it is a bad flash. Make sure you have the correct flash. Even though 2600 and 2600xm memory looks the same it is different voltages.
One of my 2600 lab routers at my house can read flash memory but will not write it. I get a different error but the same results. In my case it is the router but since it is a lab router I can just use a different router to update the flash.
If you are lucky and have a service contract on this you need to call the tac but be sure you are using certified memory
