I have a 7206 Frame-Relay router with two HSSI interfaces. My question is, is it possible to have the same DLCI (100) on both interfaces?

You should be able to use the same DLCI number on both interfaces. As long as the DLCIs are on different circuits, there is no conflict ... DLCIs are only significant between the interface and the cloud (edge switch).
Good Luck
