GRE/IPSec Tunnel actual Bandwidth

Hi everybody,  Currently I have two sites connected by a GRE/IPsec tunnel. One of the sites is connected to a symmetrical internet connection or !2Mbps. The other site is connected to a 100Mbps (download) 10Mbps (upload) internet connection. When I test the internet connecting a computer directly to the CPE (ot the Cisco router) the Speed Test shows around 100Mbps download and 11Mbps upload.  When I try to transfer a file from one side of the tunnel to the other side, if the file size is around 600 MB the estimated time is around 3 hours that is a speed around 450Kbps. These are the tunnel interface statistics during the transfer (for one side):  SLA_NAP1#sho int tunnel 9 Tunnel9 is up, line protocol is up    Hardware is Tunnel   Internet address is 172.21.1.30/30   MTU 1514 bytes, BW 384 Kbit, DLY 500000 usec,       reliability 255/255, txload 71/255, rxload 245/255   Output queue: 0/0 (size/max)   5 minute input rate 1303000 bits/sec, 291 packets/sec   5 minute output rate 108000 bits/sec, 158 packets/sec  Is this the actual Bandwidth or how can I figure out this using the Routers (without external tools). You can be experiencing packet fragmentation which will degrade your throughput.
