Hi,
We have faced a situation recently while we were trying to upgrade our ISR 4400 from IOS XE16 to IOS XE 17. As our environment is highly secure we used a Cisco PLR license to register product instances including crypto capabilities, but when we upgrade the device to the latest version it needs an HSEC9 license! we tried to downgrade it on the previous IOS version and it works fine! So what changed.
Kindly, have anyone faced this situation before? do we need to purchase another HSEC9 license or what?

17.X onwards smart License, the device required to get smart License

Cisco supports smart licensing from earlier IOS versions on these devices. Also, PLR licenses are part of the smart licensing solution which activates HSEC capabilities on the device in IOS 16.X but when we upgraded the device to the version 17 the HSEC license status switched to the unregistered. So that is the problem here.
" Cisco 4000 Series ISR platforms support Cisco One Suites License, Technology Package License, Throughput License, and HSECK9 license in Cisco Smart Licensing from Cisco IOS XE Release 16.6.1"

as per i know smart License started from 16.9.X high version sure only smart license or onsite license manager.
what is the exactly you error you see before upgrade and after upgrade ?
