I have a c1941 isr that i have configured for ip sla failover between two isp's successfully.  I want to be able to extend this to failover when a certain amount of jitter or latency occurs - say 500ms or greater.  Can sla be configured to do this?

Assuming you can only use icmp because the ISP is not configured to be an IP SLA responder, then you can use the icmp jitter probe.
