i have a 4000 series with a license for boost
the license appear on cisco website
and on the router
yet i cannot use it..

Is this new License, or after upgrade of IOS not working.

the license was first activated on version 17.01.01

So did you Downgraded ? from 17.X to 16X?
Then 16.9 onwards smart License, anything Lower is traditional License.
may be contact Licese team to sort this. what is the reason for downgrade ?

same issue .. could not use the boost
we cant use CSL..
