Cisco isn't clear how the bandwidth rating applies. However, looking at their Enterprise Routing Portfolio Poster, and comparing to non-4K models, it appears the Mbps performance rating is a recommended maximum aggregate throughput. I.e. the base 4321 could handle typical traffic with most configuration features active with up to 50 Mbps of traffic passing through the router.
