ISR 4221 unable to USB flash after factory-reset command

I have a pressing issue, we just acquired a cisco ISR 4221 router and while we were attempting to upgrade, someone accidentally issued the factory-reset command and now the router is stuck in rommon mode and i have been attempting to recover the iOS using a USB flash drive or tftp but unsuccessful thus far,, any help ?

Console into the router and reboot.  Post the entire boot-up process.

 share complete boot process output and "DIR Flash" output from the rommon mode.

So i managed to get around the issue by setting the tftp env variables (IP_ADDRESS, TFTP_SERVER, etc.. ) and doing a boot tftp: and booting into ios, however i am now stuck when i copy the image from tftp: to bootflash: and set the boot system flash:<image path> and write running config to startup config i get the following:

Hi,

It seems like you had deleted the "isr4200-universalk9_ias.16.06.05.SPA.bin" file or boot image name has changed. First, verify the required is available on flash or not. 

Hard reboot the router and press BREAK key continues until you will not get into the rommon mode. 

rommon 1 >

Now load Image in the USB drive (fat format and maximum 4Gb in size).

 

boot usb1:isr4200-universalk9_ias.16.06.05.SPA.bin
reset

*may new image name will differ. 

 

The router will boot from the USB.

In ROMmon, can you do the following:

confreg 0x2101
reset

Let us know if the router can boot up properly.

As per my understand orginal post mentioned that he has access issue with USB Flash to boot with IOS

 

After that difficulties, suggestion made that to use Xmodem or tftp from ROMMON to book.
