ISR4461 Bootloop

We have an ISR4461 running on 16.12.08 (Gibraltar) we which are trying to move to 17.6.5 (Bengaluru). Once the IOS is transferred to the router and verified, we try and boot it, and the router gets stuck in a boot loop displaying the error 'Last reset cause: Unrecoverable Error'.

ROM is 16.12(2r)

In the rommon we can see the IOS file is available, however when we try and boot from that file the rommon complains it cannot find a bootable image

Failed to find bootable image on device bootflash:

 

We have redownloaded the file and tried again with no differing results. The file has worked on 3 of our other ISR4461s with the same process. We can boot 16.12.08 from Rommon with no problems.

What is the serial number of the router? 

I think this is CSCur77024.

Serial number is FDO2442M0NK, which I believe means it was manufactured in 2020

To add to this, booting from USB stick also produced the exact same result as booting from the bootflash

RMA the router.
