trying to configure multi vlan dhcp addressing, havent been able to get it up and running yet, am i missing something in the config?? Here's my config, i left out the other layer 2 switch configs so i could add a photo of how its setup.

I agree with Jon that your diagram is not helpful. What we need at this point is clarification of what the router connects to (what device and what interface on that device) and configs of those devices. Beyond that it may be helpful to know what devices connect to the switch (identifying which port connects to the other switch) and their configs.
Based on what I saw in the configs that you posted I have these observations:
- in configuring the first of your DHCP scopes you start the scope, then you define excluded addresses, then you do the rest of that scope. I wonder if this is a problem and the excluded addresses should be done before you begin the scope.
- in general the router config seems reasonable, the DHCP scopes look ok and the vlan sub interfaces look ok. I see one switch configured with a trunk that would carry the right vlans, are we sure that this is the interface that connects to the router? And I see the trunk configured but do not see the vlans that would be on the trunk configured on any switch.

Your diagram shows fa0/5 fro L3-1 going to the ER1 router but there is no fa0/5 in the L3-1 configuration file.
Is this a typo ?

Your device names bear literally no relation to your diagram.
Could you have a look and update one of them so things match.

it was the vtp on l3-2 thx to all! dhcp is up on everthing!
