Kindly, i am trying to establish STM16 link between 7600 and 12000 but port is didnt come up and layer 1 is okay because i am able to see remote host and IP at both sides:

Hello Ahmed,
please ignore, I thought it was a back to back connection but you have SDH in the middle.
However, I see you have scrambling disabled on 12000 side, I would try to enable it.
also the debug shows only O output packets from the pos 3/0/0 side there is no received LCP packet.(I)
