if I have many routers, and there is a router in the middle impact a performance by dropping packet , 
ok how can I determine which one If I don't have monitoring tools ,
If I did traceroute is it enough , can I do any other thing to check ,

from a Windows machine, you could use 'pathping', that will give you an indication of where the bottleneck might be. Below is an example:

 

C:\Users\gpauwen>pathping 8.8.8.8

Tracing route to dns.google [8.8.8.8]
over a maximum of 30 hops:
0 MSI.dynamic.ziggo.nl [192.168.178.19]
1 192.168.178.1

Assuming you have access to those routers, you might connect to each an check its CPU and interface stats.  Basically all a monitoring tool do is collect the same information.

@Joseph W. DohertyThanks but if we have 50 routers should I access each one speartly, it is difficult right. 
I am looking for any Network tools. the command will help me with that 

Ah, I misunderstood - though you were asking what to do if you have no tools, and weren't planning to obtain any.

There are "free" monitoring tools.  For recommendations, post a new question asking for such recommendations.

@Joseph W. Doherty  no you are right, I meant network tools like ping , trace , telnet  ...etc soory it is my bad I should clear my qusetion , 

so no monitoring tools , is there any command or way to check where is issue without accessing routers
