configuration mode by using putty software, it doesn't allow me to do so.
The only message that is displayed is " CONFIG_P: configured
programmatically by process pnp agent discovery from console as vty0". When
I press "enter" button the same message repeats again and again. What
should I do then?

What firmware is the router loaded with? Autonomous IOS or SD-WAN?
The phrase above sounds like the router was purchased with SD-WAN image. Converting it from SD-WAN to Autonomous IOS is possible but it is a major pain for someone who is not familiar.

Ok, last chance.
- Power down the router.
- Connect the console cable.
- Power up the router.
- Post the entire boot-up of the router.
